ABOUT CPS

Commercial Property Services was established by Sheila Anderson in 1992. CPS began appealing ad valorem assessments the same year, on the historic American principle that taxation must be “fair”. Even Abraham Lincoln appealed assessments for the Illinois Central Railroad in 1861, on contingency, and won.

Following that national tradition, our level of commitment, knowledge, and sophistication in the Florida property tax appeal arena, quite simply, is uncommon. We know the ropes, understand the VAB process and Florida's state standards of assessment, and have a notable presence among the influential players.

And we get straight to business when it comes to implementing important change that can make a dramatic difference in our clients' taxpaying lives ... at both the Capitol and County level.

... We are very interested in receiving your comments so that we can consider them as they have been very helpful.

Making Major Strides

CPS contributions include:

  • substantive changes in §194.301 Fla. Stat., the law governing Florida tax appeals

  •  initiating the petitioner's right to reschedule and the VAB evidence exchange concept, helping DOR prevail in a Rule challenge

  • PAL (DOR Public Access Library)

  • removal of unlawful provisions in the DOR VAB petition form - which had changed the burden of proof at Hearings

  • input with Cabinet Aides helped improve VAB Rules of Procedure, adopted in 2010

  • led to Attorney General's Opinion clarifying that VAB special magistrates are subject to §286.011 Fla. Stat.
